Is Rudy Giuliani the reason why the Mafia is no longer in New York City?

I saw a doentary about Giuliani, and it shows how he broke apart the Mafia stranglehold on New York City and was in charge of the prosecution of big time mob bosses like John Gotti. As mayor of New York, he had low-life hookers in Times Square and other public places arrested, Mob bosses arrested, and drug dealing s arrested. Stats show that under his administration, the crime rate plummeted. I think he ran the Mafia out of New York City for good.
